Founder of the Group, with more than 50 years of distinguished experience and achievement in the fields of real estate development, construction, and infrastructure in Israel.

Nissim Noufi
The Group’s CEO, an attorney by training, brings extensive executive leadership experience and a proven track record in spearheading projects and business development across the construction and infrastructure sectors.
He sets the Group’s business strategy, directs its overall operations, and leads the development of new growth drivers and far-reaching organizational initiatives.
His leadership is defined by a holistic perspective, strategic thinking, and an unwavering commitment to excellence, quality, and the highest professional standards. Under his direction, the Group continues to expand its operations and strengthen its position as a leading company in the industry.
Hanan Biton
He serves as the Company’s Vice President of Operations and brings more than a decade of service, along with extensive experience in managing and coordinating execution and operational activities across large scale projects. He is responsible for overseeing the Company’s execution and operations functions, as well as implementing and integrating work processes throughout every stage of each project, while ensuring ongoing coordination among all parties involved, both on site and at the Company’s headquarters.
His work focuses on maintaining operational continuity, meeting execution targets and project schedules, and upholding high standards of quality and operational excellence, with meticulous attention to organization, precision, and efficiency. His accumulated experience and in depth knowledge of the Company’s operational systems and working processes constitute a significant pillar of its activities, strengthening its execution capabilities and contributing to the delivery of projects at the highest professional standard.
Shadi Khazen
A civil and geodetic engineer with more than 30 years of professional experience, serving as Vice President of Engineering and Chief Engineer of the Sami Noufi Group.
In his role, he is responsible for shaping and leading the Company’s engineering approach, as well as managing its engineering, planning, and control functions throughout every stage of each project, from initial development and planning through to the completion of construction and final handover. He provides professional oversight to the engineering teams, project managers, and professional consultants, while leading the implementation of planning, control, tendering, and coordination processes among all parties involved in each project.
His work is founded on extensive professional expertise, advanced engineering thinking, and a proven ability to manage complex projects, with an unwavering commitment to quality, safety, precision, and the highest professional standards.
Tzvia Rosenzweig
A certified public accountant with more than 20 years of professional experience, serving as the Group’s Vice President of Finance. In her role, she is responsible for the financial management of the Group’s operations and for shaping the Company’s economic strategy, budgetary control, and financial planning.
She provides professional oversight to the Finance Department and is responsible for managing the Group’s relationships with customers, suppliers, and banking institutions, as well as its cash flow and financial reporting. She also provides ongoing financial support for the Company’s operations and projects.
Her work is guided by a broad financial perspective, professional expertise, and precise management capabilities, contributing to the Group’s financial resilience, strengthening its business operations, and supporting its sustained long term growth.
