The Founder of the Group, he brings more than 50 years of distinguished experience in development, construction, and infrastructure projects across Israel.
In his role, he continues to shape the Group’s vision, drive its growth, and lead its business strategy, with a steadfast commitment to professionalism, innovation, and excellence in the execution of large-scale projects.

Nissim Nofi
The Chief Executive Officer (CEO) of the Group, he is a qualified attorney with extensive executive experience and expertise in leading development, construction, and infrastructure projects.
He is responsible for shaping the Group’s business strategy, overseeing all aspects of its operations, and driving long-term growth initiatives and organizational development.
His leadership is defined by a broad strategic perspective, systems thinking, and an unwavering commitment to excellence, quality, and the highest professional standards. Under his leadership, the Group has consistently expanded its operations and strengthened its position as a leading company in the construction and infrastructure industry.
Hanan Biton
Serves as the Company’s Chief Operating Officer (COO), bringing more than a decade of experience in managing and coordinating operations and execution across large-scale projects.
He is responsible for overseeing the Company’s execution and operational activities, ensuring the implementation of efficient work processes throughout every stage of a project while maintaining close coordination between field teams and headquarters.
His work focuses on ensuring operational continuity, meeting project milestones and schedules, and maintaining the highest standards of quality and operational excellence, with a strong emphasis on organization, precision, and efficiency. His extensive experience and in-depth understanding of the Company’s operational systems play a vital role in strengthening its execution capabilities and delivering complex projects to the highest professional standards.
Shadi Khazen
A Civil and Geodetic Engineer with more than 30 years of professional experience, he serves as the Chief Engineering Officer and Chief Engineer of the Sami Noufi Group.
In his role, he is responsible for developing and leading the Group’s engineering strategy, as well as overseeing engineering, planning, and project control throughout every stage of a project—from initial development and planning through execution and final delivery.
He leads the engineering teams, project managers, and professional consultants, while overseeing the implementation of planning, quality control, tender management, and coordination processes across all project stakeholders.
His work is founded on extensive technical expertise, advanced engineering insight, and the ability to manage complex projects, with an uncompromising commitment to quality, safety, precision, and the highest professional standards.
Tzvia Rosenzweig
A Certified Public Accountant (CPA) with more than 20 years of professional experience, Tzvia serves as the Company’s Chief Financial Officer (CFO) and is responsible for overseeing the Group’s financial management, economic strategy, budgetary control, and financial planning.
She leads the Finance Department and oversees customer and supplier financial operations, banking relationships, cash flow management, and financial reporting, while providing ongoing financial support for the Company’s operations and projects.
Her work is built on a broad financial perspective, deep professional expertise, and precise management capabilities, all of which contribute to the Group’s financial strength, support its business operations, and enable its long-term growth.
